Short answer
May to September is the best time, with highs of about 18-24°C and beer gardens open. Oktoberfest, from mid-to-late September to the first Sunday in October, is the most famous but most expensive time. Winter is cold (about 4-8°C by day, around 0°C at night) with Christmas markets in December.
