Short answer
A budget trip to Puerto Rico is possible if you stay in guesthouses, eat local and use public ferries. A realistic minimum is about US$130 a day per person sharing a room — US$60 for a bed, US$40 for food, US$15 for sights and US$15 for transport.

Getting around cheaply
Use Uber in San Juan (Old San Juan to Condado about US$10–15) and the free trolley in Old San Juan. Rent a car only for trips to El Yunque, Fajardo and Ponce. The public ferry from Ceiba to Culebra or Vieques costs about US$2–4 each way, far cheaper than flights or catamaran tours.
