Kyoto on a budget: how to do it well
Short answer
Yes: many of Kyoto's best sights are free and temple fees are low, so a budget trip works well. Expect a minimum of about ¥12,000 per person per day (¥6,000 bed, ¥3,500 food, ¥1,500 temples, ¥800 transport), less in a hostel dorm.

Free things to do
- Fushimi Inari shrine and its torii tunnels, open 24 hours
- The Arashiyama bamboo grove, best before 8:00
- The Philosopher's Path, 2 km along a canal from Ginkaku-ji towards Nanzen-ji
- Nanzen-ji's grounds and brick aqueduct
- Yasaka Shrine and an evening walk through Gion's public streets
- Sitting by the Kamo River in the evening, as locals do

Where to sleep for less
Budget travellers mostly stay around Kyoto Station, which has hostels, capsule hotels and cheap business hotels with trains to Fushimi Inari, Arashiyama, Nara and the airport. Hostel dorms typically cost roughly ¥3,000–6,000 a night outside peak weeks; budget doubles are about ¥10,000–16,000.
Getting around cheaply
Walk and use trains wherever possible: JR to Inari and Arashiyama, Kintetsu to Nara, Keihan along the east side. Pay with an IC card (ICOCA, Suica or Pasmo all work); a city bus ride is about ¥230. From Kansai Airport, an airport bus or the Haruka train with a discounted visitor ticket is the usual choice; from Itami (Osaka) Airport, the limousine bus is cheapest.
A sample budget day
- Morning: Fushimi Inari at 7:00 (free), train from Kyoto Station (a few hundred yen)
- Lunch: obanzai set downtown (about ¥1,500)
- Afternoon: Kiyomizu-dera (¥500), walk down Sannenzaka and Ninenzaka to Yasaka Shrine (free)
- Evening: Gion at dusk, ramen near Shijo or Kyoto Station (about ¥1,000)
- Total: about ¥3,500–4,000 plus your bed, about ¥12,000 with a ¥6,000 bed
More ways to save
- Pick free temples and shrines for most of the day and pay for one or two big ones such as Kiyomizu-dera or Kinkaku-ji.
- Buy a half roll of saba-zushi or a bento in a department-store food hall for a cheap, high-quality picnic.
- Carry cash: many temples and small restaurants are cash only, and repeated small card fees add up.
- Rent a bicycle for a day if you are confident in traffic; Kyoto is flat in the centre and bikes beat buses in peak season.
- Visit in January–February or early June when rooms near the station cost far less.
- Do Nara by Kintetsu train on your own rather than with a tour; the main sights are walkable from the station.

Can I see Kyoto on a budget?
Yes. With free sights such as Fushimi Inari and the Philosopher's Path, ramen lunches and a station-area hostel, you can manage on about ¥12,000 a day or less.
Is there a Kyoto bus pass?
The old bus-only day pass was discontinued. The subway-and-bus one-day pass costs about ¥1,100.
Is the JR Pass useful within Kyoto?
Not much. It covers JR lines to Inari and Arashiyama, but not buses, the subway or the Kintetsu and Keihan lines.
