Short answer

April to June and September to October are the best months, with average highs of about 13–26°C and comfortable sightseeing. July and August are warm (about 26–28°C) and some theatres pause, while late November and December bring the Christmas markets and higher prices. January to March is cold but quiet and cheaper, with the ball season in January and February.
