Short answer
November to March is the best time, with highs of about 24–31°C and a warm sea. April and October are hot (about 33–34°C), and from May to September highs reach 36–39°C, too hot for hiking and much sightseeing.

Spring (Mar–May)
Warming fast: about 31°C in March, 34°C in April and 38°C in May; mornings are still fine for sightseeing in March.
Summer (Jun–Aug)
Very hot and humid, about 37–39°C by day and around 30°C at night, with almost no rain; the southern region of Dhofar is cool and green during the khareef monsoon.
Autumn (Sep–Nov)
Still hot in September (36°C) and October (33°C), pleasant by November (about 30°C).
Winter (Dec–Feb)
The best season, about 24–27°C by day and 17–19°C at night, with very little rain.
Events worth planning around

Avoid June to August unless you plan to stay mostly indoors or travel to Dhofar for the khareef; during Ramadan, daytime dining is limited.
