Short answer
November to March is the only comfortable time to visit, with highs of about 18-26°C and cool nights. From May to September the heat is extreme (average highs of 38-45°C), and outdoor sightseeing is only possible after dark. The 25-26 February national holidays bring celebrations along the Gulf Street.
