Short answer
May, June and September are the best months, with highs of about 24–29°C (in Tirana), warm sea and fewer crowds. July and August are hot, around 32–33°C in Tirana and above 35°C inland, and the Riviera is very busy, while winter is cool and wet but fine for Tirana and the old towns.
