Is Kotor safe? An honest guide for visitors
Short answer
Kotor is a safe town with little crime. The realistic issues are crowds and occasional pickpocketing on busy cruise days, heat on the fortress climb, and narrow, winding roads such as the Kotor Serpentine. Violent crime against visitors is rare.
The real risks
Cruise-day crowds
Several thousand passengers can fill the Old Town between 9:00 and 17:00; keep bags closed in the narrow lanes.
Fortress climb
About 1,350 uneven stone steps with no shade on the upper sections; go early or late, never at midday in summer, and wear good shoes.
Mountain roads
The 25 hairpin bends of the Kotor Serpentine are narrow; meet buses slowly and use the passing places.
Taxi overcharging
Agree the fare before you get in or use a local app.
Summer heat
July and August often reach 32–35°C in the enclosed bay; carry water.
Areas and times to take care
There are no areas to avoid. Take care on the fortress paths and the Ladder of Kotor after dark, and on the busy coast road if walking.
Getting around safely
Buses from the station 10 minutes south of the Old Town reach Perast, Tivat, Budva and Dubrovnik. Taxis are fair if you agree the price first. If you drive, the Old Town is car-free and parking outside costs about €2–3 an hour.
Solo and women travellers
Kotor is comfortable for women travelling alone. Normal precautions apply in bars, and late at night take a taxi rather than walking the coast road.
Health, water and heat
Tap water in Kotor is generally considered safe, though many visitors drink bottled. Sun and heat are strong in summer. Winter is very rainy. Travel insurance is important, as Montenegro is outside the EU.
