Short answer
Kotor is moderately priced: cheaper than Dubrovnik across the border and most of Croatia's coast, but more expensive than inland Montenegro, especially inside the Old Town walls. Where the money goes
Accommodation is the biggest cost, from €40–80 in Old Town hostels and Skaljari to €200–450 at waterfront hotels in Perast and Dobrota, plus a tourist tax of about €1–2 per person per night. Restaurants inside the walls charge more than those outside. Sights are modest: the fortress, cathedral and Maritime Museum together cost about €25. Boat tours of the bay (about €30–60) and car hire for Lovcen are the main extras.
When it is cheaper
May, early June and late September to October are cheaper than July and August, often noticeably for rooms. Winter is quiet and cheap, though very rainy.

- Take the local bus to Perast and Budva instead of taxis or tours.
- Buy burek and pastries from bakeries for breakfast.
