Montenegro on a budget: how to do it well
Short answer
Montenegro works well on a budget, especially outside July and August. A realistic minimum is about €75 per person per day in high season: bed €30, food €20, sights €10 and transport €15.

Budget travellers stay in apartments and guesthouses in Dobrota and Muo outside Kotor's walls, at about €50-90 for a double, or in hostels in Kotor and Budva for less.
Getting around cheaply
Buses connect Kotor, Budva, Herceg Novi, Cetinje and Podgorica cheaply. From Tivat airport, Kotor is about 10 minutes by taxi; buses pass on the main road. For Lovćen and Skadar, a shared rental car is the cheapest practical option.
