Short answer
It is possible, but Charleston is not a cheap city, mainly because of hotel prices. A realistic minimum is about US$160 a day per person sharing a room — around US$75 for a bed, US$50 for food, US$25 for sights and US$10 for transport.

Getting around cheaply
Walk the historic peninsula and use the free DASH trolleys. From the airport, a taxi is about US$30–40; rideshares are similar or slightly cheaper. For plantations, the Angel Oak and beaches, a rideshare or a shared rental car is needed; downtown parking garages charge about US$2–3 an hour.
