Short answer

June to August is best for cities, lakes and the midnight sun, with highs of 20–21°C in the south. December to March is the time for snow, huskies and the northern lights in Lapland, with highs of about -2°C in the south and much colder in the north. Late September adds ruska, the autumn colours of Lapland.
