Short answer
April to June and September to October are the best months, with highs of 15-27°C and comfortable sightseeing. July and August are hot (around 30°C on average and heatwaves to 38°C) but lively on the rivers; winter is cold, near 0°C at night, but cheap.

When to avoid
Mid-July to mid-August can be uncomfortably hot for walking the city. January and February are cold and grey, though fine for museums and kafanas at low prices.
