Is Quebec City safe? An honest guide for visitors

Short answer

Quebec City is one of the safest cities in North America for visitors, and the old town is comfortable to walk day and night. The realistic risks are winter cold and ice, and occasional petty theft in crowds. Serious crime against tourists is rare.

The real risks

Ice and cold

From December to March highs are below or near freezing and lows of about -9 to -14°C. Wear grippy boots, cover exposed skin and take the Funiculaire rather than icy stairs.

Steep streets

The old town is built on a cliff, with steep streets and stairs between Upper and Lower Town. Wear good shoes, especially when wet.

Petty theft in crowds

Keep valuables close during the Carnaval and the Festival d'été, when crowds are large.

Summer storms

July is the wettest month (about 17 rainy days). Carry a light rain jacket.

Areas and times to take care

Old Québec, the Old Port, Petit-Champlain, Saint-Jean and Saint-Roch are all busy and comfortable for visitors, including in the evening. Late at night on weekends, bar streets can be loud; normal city precautions are enough.

Getting around safely

Taxis are metered and reliable, and ride-hailing apps work. RTC buses are safe and frequent on the main lines. In winter, allow extra time and wear proper boots; drivers must use winter tyres in Quebec during the winter months, which rental cars include.

Solo and women travellers

Quebec City is very comfortable for solo women, and eating alone in cafés and bistros is normal. Usual precautions apply in bar areas late at night. Tours to Montmorency Falls and Île d'Orléans are an easy option without a car.

Health, water and heat

Tap water is safe to drink. In winter, dress in layers with a hat, gloves and warm boots to avoid frostbite on very cold days. Medical care is of a high standard but expensive for visitors without insurance.
