Short answer
April to June and September to November are the best times: highs of about 22-29°C, a warm sea and few rainy days. July and August are very hot (31-32°C on average on the coast and 35-40°C inland) and crowded, while winter is mild on the coast (17-19°C) with snow on Troodos in January and February.

Spring (Mar–May)
Highs rise from 17°C in March to 22°C in April and 25°C in May, with only 4 rainy days in April and May; wildflowers and Easter celebrations.
Summer (Jun–Aug)
Hot and dry, with highs of 28-32°C and almost no rain; the busiest beach season.
Autumn (Sep–Nov)
September (29°C) and October (27°C) are warm with the sea above 25°C; November cools to about 23°C.
Winter (Dec–Feb)
Mild on the coast (highs of 17-19°C, lows of 8-11°C), with 6-11 rainy days a month and snow on Troodos in January and February.
